Crossroads specializes in providing Phase I and Phase II Environmental Site Assessments (ESA), underground and aboveground storage tank (UST and AST) management, site investigation and remediation services, environmental permitting, Tier II chemical reporting, clandestine drug lab sampling and cleanup, locating environmental funding sources, and serving as a liaison between clients and implementing agencies.
Phase I ESA
A Phase I Environmental Site Assessment (Phase I) is often required when commercial and industrial properties are sold, redeveloped, or refinanced to identify the presence/absence of Recognized Environmental Conditions (REC) and to permit a user to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liability. Phase I assessments are an important part of the “due diligence” process as they help lenders and property buyers to minimize their environmental liabilities. An extensive Phase I completed by Crossroads can facilitate purchasing/refinancing of a property, prevent delays in site redevelopment projects, and save purchasers thousands of dollars by ensuring costly environmental liability is not present. Crossroads completes all Phase I reports in accordance with the standards and protocols set forth in the ASTM standard designation E-1527-13 and the “All Appropriate Inquiries (AAI) Rule”.
Phase II ESA
In general, a Phase II Environmental Site Assessment (Phase II) addresses the REC(s) identified in a Phase I. Crossroads can prepare a Phase II regardless of whether we completed your Phase I. In addition, we can review other environmental reports to help you understand the environmental issues associated with the property.
UST and AST Management
Crossroads will provide clients with turnkey operations for UST and AST services including preparation of UST notification forms for state and federal regulatory agencies; UST/AST removal, decommissioning, and cleaning; soil and groundwater sampling and analysis; and report preparation and submittal. When a site owner decides to remove an UST or AST, Crossroads ensures that the work is conducted in a streamlined and cost effective manner. On all of our projects, we will put an emphasis on the health and safety of our team and others on the job site. All work will be performed in a safe and acceptable manner as dictated by current EPA, State, API, NFPS, and OSHA regulations.
Site Investigation and Remediation
Crossroads personnel have been involved in a variety of environmental site investigation and remediation projects throughout the country. With expertise in soil, groundwater, and air assessment protocols and regulatory compliance, Crossroads personnel have the necessary experience and credentials to complete site investigation and remediation under varying geologic and hydrogeologic conditions. Site investigation activities will include, but are not limited to, soil, groundwater, and air sampling; direct push and drilling services; monitoring well installation and abandonment; vapor intrusion sampling and assessment; groundwater modeling; and feasibility studies. Remediation services will generally include pilot studies, system design and implementation, chemical injections, operation and maintenance, building decommissioning/decontamination, and excavation.
Environmental Permitting
Obtaining an environmental permit is often a crucial element for a project to succeed. Crossroads specializes in waste water, NPDES, environmental construction, and air permitting. Our personnel have positive agency relationships and a thorough understanding of the intricacies of ordinances at all levels of government to facilitate timely permit approvals and clearances as well as eliminate surprises and delays.
Tier II Chemical Reporting
In accordance with the Indiana Emergency Response Commission (IERC), Tier II Chemical Reports are prepared via IDEM’s Regulatory Service Portal to assist clients with meeting federal and state statutory notification/reporting requirements.
Third Party Funding
Crossroads has experience working with IDEM’s reimbursement program for UST sites, the Excess Liability Trust Fund (ELTF). For example, when soil and/or groundwater contamination is discovered surrounding a UST system, many sites are eligible for reimbursement of a majority of their environmental costs. Additionally, Crossroads has worked with numerous clients to secure funding through private insurance with the assistance of experienced legal counsel at no cost to the client.
